rules made under that Act, to British Possessions, and that the institution of an International Safety certificate will probably have the result that the recognition of Colonial Certificates under Section 284 of the Merchant Shipping Act, 1894, will be superseded when the Convention Act comes into force.
I am also to state that the recognition of Colonial Certificates under the above quoted Section has been limited hitherto to voyages between the Colony and the United Kingdom, and, in these circumstances, the. Board would not be in a position to give, at present, a fuller recognition to the Certificates issued in Hong Kong than has been done in the case of other Colonies. As stated above, this limitation would be superseded if and when the Convention Act comes into operation.
I have the honour to be,
Sir
Your obedient Servant,
G.& Baker
